The Salinas Valley Solid Waste Authority (SVSWA)
has established a Solid Waste Disposal Facilities Task Force

     The Salinas Valley Solid Waste Authority (SVSWA) has established a Solid Waste Disposal Facilities Task Force. This 10-member Ad-Hoc Committee will assist the Authority with the identification, evaluation and development of potential new disposal sites in the Salinas Valley.

     The Task Force, developed in conjunction with the approved project for the Regional Solid Waste Facilities Expansion, will be comprised of:

  • Fernando Armenta, Board of Supervisors
  • Lou Calcagno, Board of Supervisors
  • Gloria De La Rosa, Salinas City Council
  • Richard Ortiz, Soledad City Council
  • David Morisoli, General Public – Soledad
  • Zeke Banales, General Public – Greenfield
  • Matt Gourley, General Public – Gonzales
  • John Culligan, Gonzales – Agriculture
  • Claude Hoover, King City – Agriculture
  • One vacancy for a member of the general public remains to be filled.

The newly appointed committee had its initial meeting on Thursday, March 13, 2003 and Supervisor Fernando Armenta assumed the chairmanship with Supervisor Lou Calcagno as vice chair.
The Task Force is expected to meet monthly and will conduct an in-depth review of potential new waste disposal sites to determine if any could be feasibly developed to supplement the capacity of the existing landfills in the Salinas Valley for at least 35 years.
The Authority Board of Directors has established the following goals and objectives for the Task Force:

  • Identify potential sites for supplemental capacity within one year.
  • Qualify the potential sites for a full environmental review within two years of finding the sites.
  • Have the new site fully permitted and constructed, available for use within 15 years.

According to Stephen Johnson, operations manager for the Authority, “This Task
Force will be instrumental in accomplishing the goals and objectives of the Regional Solid Waste Facilities Expansion Project. We’re excited about the motivation and creative ideas these community volunteers will bring to this process.”

The Authority, formed in 1997, is a joint powers agency made up of the cities of Gonzales, Greenfield, King City, Salinas, Soledad as well as the eastern half of unincorporated Monterey County. They promote the environmental health of the Salinas Valley through planning, public education and management of an innovative solid waste system.
