David Meza has been named Engineering Manager for the
Salinas Valley Solid Waste Authority (SVSWA).
In his new capacity, Meza will implement a capital improvement program
to support the sound operation and ensure legal compliance of the solid
waste services in the Salinas Valley. He will be actively involved in
the day-to-day operations of the Authority’s landfills and transfer
stations to include planning, design, permitting, plan development and
construction management.
Meza has twenty years of diversified engineering and technical management
experience. Most recently he was District Engineer for the Marina Coast
Water District.
Roberto Moreno has recently accepted the position of Finance Manager for
the SVSWA. He will plan, organize, direct and manage the Authority’s
finance, accounting, purchasing, payroll, budgeting and management information
system functions. He will develop and maintain the Authority’s financial
reporting system and will advise and consult on fiscal issues affecting
the organization’s accounting functions.
Moreno brings with him over 25 years of experience in government finance
and administration. Prior to joining the SVSWA, Moreno worked as a contract
accountant for the City of Salinas. Prior to that he was the Finance Director
for the City of King overseeing a $5 million operating budget.
The Authority, formed in 1997, is a joint powers agency made up of
the cities of Gonzales, Greenfield, King City, Salinas, Soledad as well
as the eastern half of unincorporated Monterey County. They promote the
environmental health of the Salinas Valley through planning, public education
and management of an innovative solid waste system. The Authority can
