SALINAS VALLEY SOLID WASTE AUTHORITY ADDS NEW STAFF

J.D. Black has accepted the position of staff accountant for the Salinas Valley Solid Waste Authority (SVSWA).

In his new capacity, Black will oversee all accounting functions including monitoring accounts payable and payroll, preparation of financial statements, development and maintenance of internal fiscal controls and assist in organizational budget development.

For the past eight years Black has managed his own professional accounting practice offering financial management, accounting and tax service to business and residents in the local area. Prior to that he held the position of staff accountant at Clyde W. Brown & Associates performing a variety of financial functions for business, local government and non-profit entities.

Black earned his BA in Pre-Law from the University of California at Santa Cruz, CA and an MBA in Finance from Golden Gate University.

The Waste Authority also welcomes Elia Zavala as their Administrative Support Assistant. In her new capacity, Zavala will provide administrative support to all Authority programs and divisions.

Prior to joining the SVSWA she held an administration position at the Soledad Unified School District and prior to that she served as the Deputy City Clerk for the City of King.

Zavala attended local area schools and earned a Specialist Diploma in Computer Applications from Heald Business College in Salinas.

The Authority, formed in 1997, is a joint powers agency made up of the cities of Gonzales, Greenfield, King City, Salinas, Soledad as well as the eastern half of unincorporated Monterey County. They promote the environmental health of the Salinas Valley through planning, public education and management of an innovative solid waste system.
